UAE Visa Amnesty Helps 19,772 Violators Regularize Status Through Amer Centres in Dubai

Dubai: Since the beginning of the grace period for residency law violators in the United Arab Emirates on September 1, the General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA Dubai) announced today, September 24, that it has processed 19,772 status adjustment transactions for violators through 86 Amer service centers in Dubai.

The completed transactions included services such as residency renewal, status modification, departure permits, lost document assistance, and consultations to help with the procedures. So far, the Directorate has successfully adjusted the status of 19,772 people, while 7,401 exit permits have been provided to violators who seek to return to their home countries.

In this context, the Director-General of GDRFA Dubai, Major General Mohammed Ahmed Al Marri, said: “The Amer centers are working hard to achieve the initiative’s goals by providing the best services, whether through guidance and counseling or by accelerating the necessary procedures to adjust the status of violators. Achieving the necessary stability and improving community security are made possible in large part by the Directorate’s continued collaboration with the Federal Authority for Identity, Citizenship, Customs and Ports Security [ICP].

“We are fully committed to helping anyone wishing to normalize their condition through services at our Amer center or through our team of experts. This will make the process simple and flexible,” he said.

The Holder of the Exit Permit Must Leave the Country within the Specified Time:

The permit is issued for 14 days, which must be maintained under the national identity requirements of the Federal Government – Customs and Port Protection (ICP).

It clarified in a news release that people who are issued departure permission are required to leave before the permit expires or the grace period concludes, even if the permit’s validity ends during that period.

It further said that if they didn’t depart by October 31st, the grace period would immediately reimpose all previous fines and limitations.

ICP made it clear that violators need to have a valid passport or return document to make amends by exiting the nation without getting a re-entry ban stamp.

It recommended violators planning to leave the country to arrange their travel after finishing the exit permission processes to make amends.

The Authority offered those who broke the nation’s residency and immigration regulations the option to either legally remain in the country or leave without having the entry ban stamp applied to their passports.

Violations of the foreign admission and residence systems are immune from penalty for two months, starting on September 1 and lasting until October 30. In the last three weeks, thousands of infringers have already filed requests to modify their status, either by revoking their immigration status or by departing.

The Authority made it clear that to settle the status of a partner or investor who has violated the rules and wants to leave, they must first cancel the establishment’s file in the authority’s systems. This must be done before they can apply to leave.

Channels of Services:

ICP has made it easier to access and fix the status of violators using simple methods. Requests can be submitted via authorized typing (customer service) centers and the authority’s electronic and smart channels; they are not required to visit service centers until instructed to do so for biometric fingerprinting.

The services provided include the issuance of exit permits, residency renewals, birth permits within the nation, new visas (for work or residency), status adjustments to a valid visa, and residency permits (for work or residency) for those who have violated immigration laws.

The Authority said that the law will be upheld and that offenders who do not correct their status within the allotted time will be subject to fines and fees. The Authority issued a warning against neglecting to take advantage of the grace period. It advised them to make the most of the grace period to take advantage of the exemptions and possibilities to change their status, allowing them to enter the nation lawfully after finding work or to go without incurring penalties.

It also reaffirmed the validity of using travel documents that embassies and consulates issue to infringers who want to leave the nation, so long as the details on them match those on the residency record.

Excluded from Amnesty:

It is important to note that three groups are ineligible for the benefits provided by the grace period: individuals with deportation orders from the UAE or GCC countries, those listed under “work abandonment” (absconding workers) and those who violated residency and visa regulations after September 1, 2024.
