Foreign nationals living in the United Arab Emirates must apply for a Japan visa through VFS Global as of August 1, 2024, since the Japanese Consulate-General in Dubai has assigned the corporation the task of expediting the visa application procedure.
According to VisaGuide.World, applying for a visa in the UAE will no longer be accepted directly by the Consulate; instead, applicants must submit their requests to VFS Global.
To obtain visas to Japan, VFS Global has already opened two application facilities, one in Abu Dhabi and one in Dubai.
When applying for both a short-term and long-term visa to Japan, VFS Global claims that the centers will accept papers as long as an appointment is made beforehand. It is free to schedule the appointments, which are done online.
These hubs will be essential in efficiently meeting the rising demand for travel to Japan, one of the world’s most sought-after locations.

UAE Passport Holders do not need a Visa for Short Visits:
UAE passport holders are exempt from the requirement to seek a visa before visiting Japan, unlike foreign people whose place of nationality does not have a visa facilitation agreement with the country.
Citizens of the United Arab Emirates do not need to get a visa to enter Japan, as long as their visit does not exceed thirty days. A long-term visa is required for anyone intending to stay in Japan for longer than 30 days.
The agent in Japan must get a “Certificate of Qualification” beforehand and submit the original document to the Japanese Embassy or Consulate General when applying for a long-term visa, such as one for work or residency in Japan.
